How can identical twins, conceived from one egg and one sperm, divided before day 13, have different rights and protections?

We do not have special rights due to our geographic location. Is it logical for an identical twin in the NICU to be protected while an unborn twin can be aborted? It is illogical and wrong. We should keep fighting to protect all life, both inside and outside the womb.
